"You not only need conventional forces to do the heavy lifting, as described and as we've seen in Fallujah, and that will be followed by operations elsewhere, but you also need to have, immediately on heels of those successes, you have to have what we call capabilities and forces on the ground to conduct post-combat operations, relief forces, and the ability to start the reconstruction and the rebuilding that's going to follow the destruction that occurs."
